VASSALBORO -- In one corner is the School Committee, whose members are willing to raise property taxes if it means maintaining Vassalboro Community School’s programs and not eliminating any teachers.
In the other corner is the Budget Committee, whose members are wary of property-tax increases during an economic recession and further budget woes in the years to come.
In the middle will be voters at the annual town meeting in June, who will consider both committees’ recommendations and decide how much to spend.
Competing budget choices were previewed Tuesday night at a lively, joint meeting of the school and budget committees. More than 150 residents packed into the school’s cafetorium as committee members explained and questioned the $7.45 million school budget proposal.
Of the dozen or so residents who spoke, all said they favor paying slightly higher taxes if it means preserving the quality of a school that, for many, is the main reason they live in Vassalboro. The school serves students in kindergarten through 8th grade.
“I don’t have a problem investing in the future of our children,” said Beth Viles, president of the school’s parent-teacher organization.
Based on updated calculations presented this week, school officials estimated $347,000 would need to be cut for no tax increase.
School Board Chairwoman Lori Fowle said much had already been cut from the budget proposal in recent months.
“This is huge. It isn’t a scare tactic; it’s a reality,” Fowle said. “This is what we’re up against. There is no other place to cut it.”
School officials blamed the budget woes on two sources: Sharply reduced state funding and higher expenses under the Alternative Organizational Structure — or AOS — of Waterville, Winslow and Vassalboro. The AOS involves the three towns sharing costs for transportation, special education and a central office. The AOS budget, which increases Vassalboro’s expenses, has already been approved.
Fowle said the school administrators have identified $70,000 in cuts to various programs at the Vassalboro Community School, such as junior-varsity basketball, cheerleading, summer school, technology purchases, student council and more.
“It affects children in a huge way and it’s only $70,000,” Fowle said. “It doesn’t come close to addressing what we need to cut.”
To cover the entire $347,000 hole, at least eight teaching positions would need to be eliminated, Fowle said, which would increase the average class size from 18 to 30. Other possible cuts include Spanish and using an education technician instead of a librarian.
Following Tuesday night’s meeting, the School Committee unanimously voted to recommend a $7.45 million school budget without any of the discussed cuts.
The Budget Committee could vote on its recommendation as soon as tonight, when it meets at 7 p.m. at the Town Office.
Several Budget Committee members on Tuesday indicated they may recommend a lower school budget because they’re concerned with a tax increase. Committee member Douglas Phillips said the combined town and school budget proposals would raise taxes by 14 percent, which he said “is not in the cards” because of the economy.
But School Committee member Sarah Sugden downplayed the 14 percent increase, saying she calculates it would boost her tax payment by only $16.50 a month, or less than $1 a day.
“It’s something I’m willing to do. I want to be able to determine what kind of community I want to live in,” Sugden said.
Based on audience applause and comments, most — if not all — of the residents at Tuesday night’s meeting sided with the School Board. Many said they were unwilling to allow class sizes to increase to 30 students.
Nicole Wasilewski presented the committees with 150 signatures she and her husband collected in the last few days from townspeople who support the budget and tax increase if it means keeping programs and teachers.
John Flanders encouraged committee members to base their budget recommendations on the will of most residents. And most residents, he said, own property in Vassalboro and are connected with the school’s 800 students.
“Your job is to represent the majority,” he said.
