Superintendents urge cost-saving co-ops

AUGUSTA -- A number of Maine school districts have joined forces in recent years to bulk purchase and share the costs of booking speakers for teacher training sessions.

And those districts have reaped the benefits in savings and expanded educational opportunities, superintendents told a legislative committee Monday.

Those superintendents urged members of the Education Committee to adopt legislation that would encourage more school districts to form cooperatives to share the costs of providing a range of services.

"I think this piece of legislation is critically necessary," said James Morse, superintendent of Oakland-based School Administrative District 47 who will soon take over as Portland schools superintendent.

Morse was involved in starting the Kennebec Valley Alliance with other Waterville-area superintendents. The cooperative effort started as one concentrated on bulk purchases of school supplies.

Today, the cooperative includes five school districts in Kennebec and Somerset counties. Different combinations of the participating districts collaborate on adult education, special education, summer school, transportation and other services.
